| Rules for the 2009 Cincy Spring Turf Challenge The inaugural, first, Cincy Spring Turf Challenge will be held this year on March 20th, 21st and 22nd, 2009 and is open to all registered USYSA league, US Club, USSF affiliates and teams. All teams must be currently registered with their state, national or provincial association and in good standing. The Cincy Spring Turf Challenge is open to GIRLS' u10 teams, and BOYS’ teams, u10, u12, u13, and u16. Tournament Headquarters During the event, tourney central will be at Anderson High School turf fields, 7560 Forest Rd Rd., Anderson, OH, 45255. Eligibility Registration: All teams must check-in at least 45 minutes prior to their first scheduled game with the FIELD MARSHALL, on-site, at the field of play, their first game is scheduled. Contact person(s): Tom McSwigan (AHS): 513-505-7427, and Jeff Taylor (THS): 513-884-5112 At registration a team's coach or representative must provide: 1) An official roster 2) Player and coaches picture identification cards 3) Player Medical release forms 4) Proof of permission to travel. (If outside of Ohio South) 5) Teams from outside the U.S. (but from a CONCACAF nation) must have proof of entry into the U.S. and a completed form from their Provisional or National Assoc. approving the team's request to participate in the event. Four (4) guest players may be added to the official league or association roster. Total roster sizes are up to a maximum of eighteen (18) players for teams in U-13 through U-18/19, a maximum of fourteen (14) players for the U-11 & U-12 teams, and a maximum of ten (10) players for the U-10 through U-08 teams. No player shall be allowed to register with more than one team or switch to another team during the tournament. All teams and players will determine their ages per the USSF/USYSA age guidelines. For example, all players born on or after August 1st, 1993 would be U-15. Laws of the Game International Rules (FIFA/USSF) apply with the following exceptions: -Free substitutions are allowed at all age groups. -Substitution must be at the midfield line. -Substitutions may be made with the consent of the referee as follows: 1) After a goal by either team 2) Before any goal kick 3) Before a throw-in in your favor 4) At the beginning of any half of play 5) After any injury, by either team when the referee stops play 6) After caution, one for one by both teams if the cautioned player is substituted Game Format Each participating team will play a minimum of four (4) matches. No team will play more than two (2) matches per day. No trophies will be issued. All participants will receive a T-shirt, as memorabilia of the tournament. U-8, U-9, U-10 (6v6) Two 25-minute halves Ball Size-4 U-11 (8v8) Two 30-minute halves Ball Size-4 U-12, (8v8) Two 30-minute halves Ball Size-4 U-13/14, (11v11) Two 30-minute halves Ball Size-5 U-15 to U-18/19 Two 35-minute halves Ball Size-5 Game Format Notes: 1) Half-time will be exactly five (5) minutes. 2) Exactly five (5) minutes will be allotted between scheduled games. Game balls will be provided by the home team. 6v6 Rules Goalkeeper kick, U10 age, only: An indirect free kick is awarded to the opposing team at the center spot on the halfway line if a goalkeeper punts or drop kicks the ball in the air from his/her penalty area into the opponent's penalty area. The restart is subject to rules applicable to an indirect free kick. The ball will be considered in the penalty area if, on the fly, it lands anywhere within or breaks the plane of the line enclosing the penalty area and then lands therein or is touched therein by a player from the opposing team. 6v6 Rules Free kicks: The opposing team must be at least eight (8) yards from the ball until it is in play. If a free kick is kicked directly into the team's own goal, a corner kick is awarded to the opposing team. If the ball is within eight (8) yards of the goal line when a free kick is awarded, the opposing team may stand on the goal line. Referee It is the intent of the Cincy Spring Turf Challenge to provide a three (3) person referee system for all 6v6 (U-10), and 8v8 & 11v11 game formats, and tournament matches. However, if deemed necessary, matches may be conducted with club linesmen. The Referee's decision is final. Discipline for Misconduct In accordance with FIFA policy, there shall be no dissent between fans, players and/or coaches and the referee. Questioning a referee's call is considered dissent. All coaches are urged to solicit the support of their fans in monitoring and enforcing this policy. The use of noisemakers such as air horns, cow bells, whistles, loud oral whistling, etc., during a game, is prohibited and considered unsportsmanlike conduct. The referee may suspend play until the offending noise stops. Any player or coach ordered from the field (red card) by the referee for misconduct shall be suspended from the next game. No substitution will be permitted for an ejected player. Such behavior may result in forfeiture of the game and/or expulsion from further play. Overall Game/Venue Conduct Players and coaches must remain on their side of the field, within 20 yards of the centerline of their half of the field. Spectators, including everyone not listed as a player or coach for the teams on the field, must remain on the side of the field opposite the teams. No one should be behind the goal lines. Players who are sent off (red card) during a game may not play in the next game. They may sit with their team but cannot dress in uniform. Coaches may be given cautions or sent off. Coaches who are sent off cannot participate as a coach or a spectator in their team's next game. An ejected coach may not be in the vicinity of the playing field during the sanctioned game. All red cards will be turned over to their respective teams, except in cases involving assault, by the end of the team's last tournament game. A team representative will be required to sign for receipt of the card which will be forwarded to OSYSA along with a report of the incident. Forfeits A grace period will be extended to 10 minutes beyond the scheduled kickoff time or the completion of the preceeding game; whichever is later, before a forfeit is declared. Failure to complete a match, or a team leaving the field during play, will result in forfeiture. No team that has forfeited a game will be declared a group winner. The team winning by forfeit will be awarded 3 points for a win. The score for the forfeited game will be posted as 3-0. Note: Any forfeited game will result in that team not proceeding to any playoff rounds! Player Passes and Medical Forms Coaches are required to bring player passes and notarized medical release forms to every game. Player and coaches passes are inspected by the referee or marshal before the start of every game. Standings Each team will be awarded 3 points for a win, 1 point for a tie, and 0 points for a loss. In the event of ties in the standings, the following procedure will determine the GROUP (AGE) WINNER… A) Team with the most points wins (if tied go to step B) B) Winner of the game played between the tied teams (if three or more teams are tied go to step C). C) Highest number of total NET goals (goal differential). MAXIMUM goal differential is three goals per game. D) Fewest total goals allowed. E) Penalty kicks (FIFA Laws of the game until a winner is decided). Protests Protests by any team must be submitted in writing to the Tournament Directors within 30 minutes of completion of the game. Referees' decisions may NOT be the basis for protesting the game. $100 in cash must accompany the protest and will be returned only if the protest is upheld. Players' uniform and equipment A player's uniform shall consist of a shirt, shorts, socks, shin guards, and footwear. Cutoffs will not be allowed in lieu of uniform shorts. NO slider pants will be allowed to excessively show under any uniform shorts. No jewelry shall be worn during match play. Note: Players with soft casts are eligible to play coupled with the decision of the center referee and/or Tournament Director. No players with hard casts can participate during play! Teams must wear numbers on their shirts. Each player shall have a different number and this number must be the same as listed on the official tournament roster. In the event of a color conflict, the home team will change color. Goalkeepers shall wear colors, which distinguish them from other players of both teams and the referee. The appearance of players is a vital extension of the game. Players must wear shin guards, socks must be pulled up over the shin guards, and shirts will be tucked into the shorts at all times during play. Scoring Scoring will be posted on-line at www.cincyspringturfchallenge.com. Scoring will also be posted manually at tourney central location, at Anderson HS. At the end of each match, both participating coaches must sign the scorecard. This is considered a verification of the game score. The referee will give the scorecard to the referee coordinator or assistant, Head of Scoring or Site Directors. Ultimately, the center referee is responsible for bringing the card to the referee coordinator within an hour after the game's completion. Caution and ejections will be clearly noted on the scorecard and tracked by the referee coordinator, Head of scoring and/or Tournament Director. Weather If a game is suspended due to weather problems, field conditions, or other situations beyond the tournament's control, after completion of the first half, that game shall be considered complete and official. If a game is temporarily suspended for any of the foregoing reasons before completion of the first half, each team involved must check with tournament headquarters for instructions, as there are limited contingency opportunities to reschedule suspended games. Standards of Conduct All participants will be expected to maintain high standards of conduct during their stay. These standards are expected of players, referees and other guests, both while in hotels and at the fields: refrain from kicking soccer balls against or within a building, being respectful of the property of others. If the Tournament Director becomes aware that these guidelines have been violated, the Director reserves the right to proceed with an appropriate sanction: a warning, reduction in points in the standings, or banning the team or club from future participation in the tournament. Photos The Cincy Spring Turf Challenge may place photos on its tournament (www.cincyspringturfchallenge.com) and club website (www.scsaselect.com) showing events taking place during the tournament. Your team’s participation indicates permission to do this. Prohibited Items As a courtesy to everyone, No Alcohol, No Verbal Abuse of anyone, No Pets and No Bikes will be allowed at any tournament soccer venues. Tournament Cancellation… complete or partial. The tournament committee has the right to shorten and/or cancel matches due to climatic conditions or other acts of nature and circumstances beyond the control of the tournament or soccer club, affecting field conditions, and rendering fields un-playable, e.g., heavy snow or ice. In the event of total cancellation prior to the start of the first scheduled game, the Cincy Spring Turf Challenge tournament will refund a percentage of your application fee, based on tournament expenses. In the event the entire tournament is cancelled, each team’s contact will be notified, as soon as possible, by phone and/or e:mail. A partial re-imbursement of each team’s registration fee will be forthcoming, if the Cincy Spring Turf Challenge is cancelled, or if the number of games is significantly reduced. A partial and fractional assessment of each team’s registration fee, will be retained in the event of the cancellation of the tournament, and/or a significant number of games (>50%) are cancelled or eliminated. Accordingly, A) 100% cancelled, e.g., 50 of 50 games are cancelled, $75 (seventy–five dollars) will be assessed of each team, B) ≥75% cancelled, e.g., 38 or more of 50 games are cancelled, $135 (one hundred thirty-five dollars) will be assessed, C) >50% cancelled, e.g., 26 or more of 50 games are cancelled, $225 (two hundred twenty-five dollars) will be assessed, and , if less than ≤50% of scheduled games are cancelled, the full registration fee will be assessed. In all cases, each team-player will receive the complimentary T-shirt, as memorabilia from the sponsors. General The Tournament Directors’ interpretation of the foregoing rules and regulations shall be final. The Tournament Director reserves the right to decide on all matters pertaining to the tournament.
